do not know if the operation is fully successful, at least beyond the screen. The
long live TV dedicated to the future of local television is to shoulders.
From Palazzo Cesaroni - home to the regional council - was broadcast the first (and who knows if they remain the only) direct satellite networks unified Umbria between broadcasters on the digital switchover (the famous switch off now become increasingly popular in the jargon) and generally of regulations related to it. A
to discuss (as explained in previous posts included in the "digital") a couple of the last paragraph of Finance - now called the "Law of stability" even if it is the only stable thing in our country at this time - which closely affect the ability future growth of local television. On the one hand
paragraph 8 stipulates the removal of nine of the 27 frequencies available for local TV stations, for Rai-Mediaset-telecom oligopoly and that creates a restriction, particularly in regions with the highest density of stations, is likely to taking away the existing reality. Perhaps the Umbria will not have these problems in our region there are 10 stations and the available frequencies should be more than sufficient to meet demand.
But the most discussed is the paragraph number 11 , to understand what limits the implementation of schedules to issues of local character. If you can apparently look like a statement logical and consistent to the vocation of local television, in reality is not just a limitation. Because each issuer will have the task (difficult) to fill with content rather than a single channel - as now - but at least 3-4 if not 5-6 channels. Without being able to resort to tricks like re-programming at different times (as on the satellite, eg: +1 Sky Movies, or Fox +1).
It 'obvious that this limitation involves the burden of having to invest significant resources to fill the content (local) channels available and at the same time - more importantly - to prevent the local TV stations the opportunity to form a consortium with other television Regions maybe to rent spaces (3-4 of the available frequencies) with revenues that would at least cover the remaining schedules of the frequencies.
The debate (on the side for a moment of transmission, settonce "pattern in the photo) has seen in the presence of some parliamentary hall Umbria - equally divided between PD and PDL - regional advisers, in addition to the Regional competent losers. Also present were representatives from local editors and journalists of the Order. In
telephone the president of the trade association of local television (Aeranti Coral), Marco Rossignoli.
In opening myself that I do not know, frankly, if the true extent of the problem could transpire from the debate emerged in the two hours live. Two hours, I would say, a bit 'cumbersome at first - with a busy illustration of a difficult subject even for professionals (let alone for the viewer who has a "threshold of concern" in cases that should not be more generous than quarter of an hour) - and all too excited in the central part, where they stood out the nervousness of members of the center-right - probably victims of a "syndrome Santoro" (a classic bit victimhood 'pretext occasion) - el 'sometimes excessive ferocity with which some of my fellow drivers you are too passionate, and showed that to heart, maybe, first, the need to "close to" the parliamentary parties, before informing the public at home.
The impression I gained - the first live and then the next day, with a few phone calls of feedback to those who have followed the debate in a chair - is that maybe the transmission is not able to explain in detail the problem. Some elements were leaked, others may not have hit the target.
summarize in a few lines (which is unlikely, since we did not manage much even in two hours to explain in detail the question), next week in order Milleproroghe could be approved amendments that would blunt the adverse impact on local broadcasters. Conditional
duty, because if the government - for reasons of its stability - given the confidence, no one would dream of PDL parliamentary revolt against the policy of the majority, only to meet the (legitimate) demands of the world of local television.
Hopes (who knows what grounds) are placed in the role of politically Northern League - the subject is essential for keeping the government - much more sensitive to the demands of local TV stations that do not (obviously) the PDL, which instead is "in line" with the provisions from the top (Head del Governo – Mediaset).
The news - or if you prefer, the impression - more negative is that most of the parliamentarians present were not aware of this issue. So much so that the majority has spoken of "crisis" and "smaller and smaller pie to divide," the need "to make associations, to situations of" stunting "(small size of firms) or, spoke of money, when in fact the problem is the "frequency resources" - which are coveted by the major networks national, as explained in previous post when I spoke of "living space". The
most significant finding is shown in a table directly from the link on Marioni Auditel data in recent days, with the system of local television that beats almost systematically Raiuno and Channel 5 is in some days (like Sunday) and on some nights a week. A system that - we understand the data - should group together to become a "third pole" not acceptable to those accustomed to three decades to carve up - their "yes" - the national advertising revenue pie.
